4.A. Hold a PUBLIC HEARING and discussion and/or action on Ordinance 2026-29, for text amendments to Chapter 56, "Traffic & Vehicles" Article V, Section 56-313, "Residential Parking Permits," of the Lockhart Code of Ordinances to authorize creation of a residential parking permit area on Center Street from the intersection of Cibilo Street to the residences at 805 Center on the north side of the street and 812 Center on the Southside of the street, between the hours of 8:00 a.m. and 5:00 p.m. on school days for Lockhart I.S.D.

6.A. Discussion and/or action regarding Resolution No. 2026-29 approving an Economic Development Incentive Agreement between the Lockhart Economic Development Corporation and Mill Scale Metalworks, LLC, for the purchase of manufacturing equipment and creation of new full-time jobs.
6.B. Discussion and/or action to approve an Agreement with Matador Gruppo, LLC for the Lockhart's Last Drop Cycling Event to be held October 3-4, 2026, and authorizing the Mayor to execute the Agreement.
6.C. Discussion and/or action regarding Ordinance 2026-31 amending Chapter 48 "Solid Waste" of the City of Lockhart Code of Ordinances.
6.D. Discussion and/or action to consider adopting Ordinance 2026-32 regarding code amendments to Chapter 50 "Streets, Sidewalks, and Other Public Places".
6.E. Discussion and/or action regarding the nominations of Max Yancy and Mandy Rowden to the Tourism Advisory Board for a term to expire in July 2028; and consider additional nominations to the board.
6.F. Discussion and/or action regarding funding appropriations for Non Profit and Special Interest Organizations requesting funding for an annual contribution from the City of Lockhart for Fiscal Year 2026 2027.
6.G. Discussion and/or action to award a professional services agreement to Barker Rinker Seacat Architecture for architectural and engineering services related to the design and construction administration of the Lockhart Recreation Center project and authorizing the City Manager to execute the agreement and all necessary documents.
6.H. Discussion and/or action regarding Resolution 2026-27 authorizing staff to submit a Texas Parks & Wildlife Department Local Park Grant Program application for improvements to Lions Park.
6.I. Discussion and consideration of a proposal to assign recently annexed areas comprising 226.181 acres to a City Council district and discuss Ordinance 2026-28, adopting revised City Council boundaries.
