4.A. Discussion and/or action regarding a one-year renewal of the Interlocal Agreement (ILA) for ground lease with Caldwell County Emergency Services District (ESD) No. 5 to lease EMS Stations No. 1 (214 Bufkin Ln.) and No. 2 (1914 W. San Antonio St.) for the performance of governmental services pursuant to Chapter 791 of the Texas Government Code and Chapter 272 of the Texas Local Government Code.
4.B. Presentation and discussion and/or action regarding an update on proposed employee health insurance benefit plan changes and renewal options through the Texas Health Benefits Pool (TxHBP).
4.C. Discussion and/or action regarding Ordinance 2026-27 authorizing the issuance of the Series 2026 Certificates of Obligation.
4.D. Discussion and/or action to appoint members to the Lockhart Tourism Advisory Board for two-year terms beginning July 2026 and ending July 2028.
4.E. Discussion and/or action to award Request for Proposals (RFP) 2026-02 to Accurite Roofing and Construction in the amount of $82,905.00 for exterior and interior painting services at the Dr. Eugene Clark Library.
4.F. Discussion and/or action regarding a pipeline crossing agreement between Union Pacific Railroad (UPRR) and the City of Lockhart related to the General Land Office (G.L.O.) grant for water main replacements along North Blanco and Bois d' Arc Streets and authorize the City Manager to execute all necessary documents.
