4.A. Hold a PUBLIC HEARING regarding application ZC-26-02, by Anthony Goode on behalf of CSW Lockhart LP, and discussion and/or action to consider Ordinance 2026-12 for a ZONING CHANGE from IL Light Industrial District to CHB Commercial Heavy Business District on a total of 1.806 acres described as Lockhart Industrial Park II, Block 1, Lot 4B, Resubdivision 2, located at 221 East MLK Industrial Boulevard.
5. CONSENT AGENDA
6.A. Discussion and/or action to consider an extension to the FY 2025 Hotel Occupancy Tax Agreement with the Gaslight-Baker Theater, updating the project completion deadline to June 30, 2026, and authorize the City Manager to execute the contract amendment.
6.B. Discussion and/or action to consider the purchase of a replacement M420B Base Station from Aqua-Metric through the HGAC Buy Purchasing Cooperative (Contract No. WM09-20) in the amount of $69,926.54 for the Electric, Water, and Wastewater Departments, and authorize the City Manager to execute any necessary documents.
6.C. Discussion and/or action to consider approval of Project Ice House (Phase 1) with Techline Construction for system rehabilitation improvements to the LK20 feeder circuit in the amount of $324,970, and authorize the City Manager to execute all necessary documents.
6.D. Discussion and/or action to provide direction on the Indoor Recreation Center project, including consideration of Phase 1 of a new Recreation Center or renovation of the Old Town Movie Theater, and authorize the City Manager to negotiate a design contract with Barker-Rinker-Seacat (BRS) and return to City Council for consideration.
