4.A. Hold a PUBLIC HEARING regarding application ZC-26-01 by Ron Faulstich and Holly Sparkman of Stich Interests LLC and discussion and/or action to consider Ordinance 2026-11 for a ZONING CHANGE from CLB Commercial Low Business District to CMB Commercial Medium Business District on a total of 1.164 acres, described as Five Ninteen Addn, Block 1, Lot 1, located at 519 West San Antonio Street.
4.B. Hold a PUBLIC HEARING regarding application ZC-26-02, by Anthony Goode on behalf of CSW Lockhart LP, and discussion and/or action to consider Ordinance 2026-12 for a ZONING CHANGE from IL Light Industrial District to CHB Commercial Heavy Business District on a total of 1.806 acres described as Lockhart Industrial Park II, Block 1, Lot 4B, Resubdivision 2, located at 221 East MLK Industrial Boulevard.
4.C. Hold a PUBLIC HEARING and discussion and/or action on Ordinance 2026-13 amending Chapter 64, “Zoning” of the Lockhart Code of Ordinances as follows: Amend Article VII, “Zoning Districts and Standards,” Section 64-196, “Establishment of zoning districts,” by replacing Subsection (q) “Uses by Zoning District Table” with a new Subsection (q) titled “Entrance Corridor Overlay District (ECOD),” consisting of new texts; and renumbering the former Subsection (q) “Uses by Zoning District Table” as Subsection (r).
5.A. Discussion and/or action regarding a proposed three-year sponsorship agreement with Texas Monthly for the 2026-2028 BBQ World's Fair Events.
5.B. Discussion and consideration of a Fund Distribution Agreement with Community Action, Inc. of Central Texas for administration of the City’s Good Neighbor utility assistance program.
5.C. Discussion and/or action regarding Resolution 2026-13 authorizing an economic development performance agreement with Gloria Group Partners, LP for a Business Improvement & Growth (BIG) Grant.
5.D. Discussion and/or action to consider Resolution 2026-14 regarding selection of a sole finalist for solid waste collection services as recommended by the City Council Solid Waste-subcommittee and authorize the City Manager to enter into negotiations for a service agreement.
5.E. Discussion and/or action to approve the preliminary design and funding plan for the proposed Aquatics Facility at 1019 Center Street and authorize staff and Halff Associates to proceed with final design and bidding.
5.F. Discussion and/or action regarding nomination of Julia Haug to the Planning and Zoning Commission by Councilmember Taylor Burge for a term to expire in November 2028.
5.G. Discussion and/or action regarding nomination of Philip Ruiz to the Planning and Zoning Commission by Councilmember John Castillo for a term to expire in November 2028.
