5.A. Discuss and/or consider Resolution 2025-24 to grant Hillwood Communities a 90-day extension of the conditional consent to form the Lockhart Municipal Utility District (MUD) of Caldwell County and the inclusion into said district of 889.3 acres of land, 720.681 acres of which is in the City's ETJ.
5.B. Discussion and consider temporary staging area easements with Guadalupe-Blanco River Authority (GBRA) at the Cesar Chavez elevated storage tank site on SH130 and the Lockhart Water Treatment Plant located on Old McMahan Road for the Carrizo Groundwater Supply TX-130 Project.
5.C. Discussion and/or action regarding amending the Interlocal Agreement between Capital Area Rural Transportation System (CARTS) and the City of Lockhart.
5.D. Consideration and action with respect to Ordinance 2025-15 authorizing the issuance of the Series 2025 Certificates of Obligation.
5.E. Presentation of the City of Lockhart's Fiscal Year (FY) 2025-2026 Proposed Budget and consider the Lockhart Economic Development Corporation's Budget for FY 2025-2026, and set two public hearings on the FY 2025-2026 City of Lockhart Proposed Budget.
5.F. Discussion and/or action regarding setting the 2025 combined maintenance and operations and interest and sinking proposed property tax rate of the City of Lockhart.
5.G. Discussion and/or action regarding First Addendum to Professional Services Agreement of Municipal Court Presiding Judge regarding a salary adjustment.
5.H. Discussion and/or action regarding Second Lease Agreement Extension with H.L. Baker and Mark Needham for a City-owned Hangar at the Lockhart Municipal Airport.
5.I. Discussion and/or action regarding the appointment of members to a citizen planning committee regarding the City of Lockhart's activities to commemorate and celebrate the 250th anniversary of the signing of the Declaration of Independence on July 4, 2026.
5.J. Announcement of nomination of Jason De La Cruz to the Construction Board of Appeals by Councilmember John Castillo for a term to expire in November 2025.
