Hold a PUBLIC HEARING on application ZC-25-03 and consider a request by Caroline Kiefer, on behalf of Belinda Gillis and discussion and/or action on Ordinance 2025-13 for a Zoning Change from RHD Residential High Density District to CLB Commercial Light Business District on Lot 1, Block 1, RMSR Subdivision, consisting of 0.142 acres, located at 115 South Guadalupe Street
6.A. Hold a PUBLIC HEARING and discussion regarding applications ZC-24-03 and PDD-24-02 by Jeffrey Pence of Manumit Investment Group and discussion and/or action to consider Ordinance 2025-14 for a ZONING CHANGE from PDD Planned Development District to PDD Planned Development District and adoption of a PDD Development Plan on 32.84 acres in the Frances Berry Survey, Abstract No. 2 and located in the 1300-1400 Block of South Cesar Chavez Parkway Northbound, the 2000 Block of Maple Street and the 1900-2000 Block of Clear Fork Street
7.A. Discussion and/or action regarding funding allocations for Non-Profit and Special Interest Organizations requesting funding for an annual contribution from the City of Lockhart for Fiscal Year 2025-2026.
7.B. Discussion and consideration to accept the semi-annual report concerning the status of implementation of Chapter 31, "Impact Fees" of the Lockhart Code of Ordinances, and advise of the need to update the ordinance, land use assumptions, capital improvement plans, or impact fees.
7.C. Discussion and/or action regarding Resolution 2025-21 authorizing application to the Texas Parks and Wildlife Local Park Grant Program for Phase-2 of Aquatics Facility construction funding.
7.D. Discussion and/or action regarding approval of an agreement with Techline Construction, LLC for Project No. 6 - CF100 Clearfork Copper Replacement as part of the City of Lockhart's five-year System Study and Capital Plan as prepared by the Lower Colorado River Authority (LCRA).
7.E. Discussion and/or action to approve engineering design contract with M&S Engineering, LLC for upgrades to existing overhead primary conductors on the LK20 feeder, located east of US183 and between W China St. and FM20.
7.F. Discussion and/or action regarding authorizing the purchase and installation of replacement city-wide IT storage hardware and authorizing the City Manager to execute the purchase agreement
