4.A. Hold a PUBLIC HEARING on applications ZC-24-05 and PDD 24-03 by Winn Smith on Behalf of Mainsprings, LLC and discussion and/or action on Ordinance 2024-17 for a Zoning Change from PDD Planned Development District to a revised PDD Planned Development District on 1.778 acres located at 416 North Church Street, consisting of Block 1, Lot 1 of the Main Springs Subdivision.
4.B. Hold a PUBLIC HEARING and discussion and/or action on Ordinance 2024-18 amending Chapter 64 "Zoning" of the Lockhart Code of Ordinances, Appendix II, "Specific requirements for commercial districts" to adjust the maximum height within the CHB Commercial Heavy Business District and to add a required parking minimum for the "Hotel" used within the CHB Commercial Heavy Business District.
6.A. Discussion and/or action regarding Ordinance 2024-20 ordering a special election to be held on November 5, 2024 in Lockhart, Texas for the purpose of voting on proposed charter amendments, pursuant to Chapter 9 of the Texas Local Government Code and Article XI, Section 5 of the Texas Constitution. (Part 1 of 2)
6.B. Discuss and consider the proposed Fiscal Year 2024-2025 Budget for Guadalupe-Blanco River Authority (GBRA) to operate the Lockhart Water and Wastewater Treatment Plants.
6.C. Discussion and/or action regarding Resolution 2024-19 accepting a petition for and calling a public hearing on the advisability of public improvements and creation of the Seawillow Public Improvement District pursuant to Chapter 372 of the Texas Local Government Code.
6.D. Discussion and/or action regarding Ordinance 2024-19 denying West Texas Gas (WTG) Utility, LLC’s request to change rates in the City as part of the company’s statewide gas utility system and requiring a prompt reimbursement of costs incurred by the City pursuant to Chapters 102 and 103 of the Texas Utilities Code.
6.E. Presentation of the City of Lockhart's Fiscal Year (FY) 2024-2025 Proposed Budget and consider approval of the Lockhart Economic Development Corporation's Budget for FY 2024-2025, and set two public hearings on the FY 2024-2025 City of Lockhart Proposed Budget.
6.F. Discussion and/or action regarding setting the 2024 combined maintenance and operations and interest and sinking proposed property tax rate of the City of Lockhart.
6.G. Discuss and consider rescheduling City Council meetings in 2024 due to conflicts with events.
6.H. Announcement of nomination of Rob Ortiz to the Parks and Recreation Advisory Board by Councilmember John Castillo for a term to expire in November 2025.
5.A. Approve City Council minutes of the October 23, 2023, October 30, 2023, and November 20, 2023 meetings.
5.B. Approve pipeline crossing and encroachment agreements between Union Pacific Railroad (UPRR) and the City of Lockhart related to the Lockhart Economic Development Administration (EDA) Grant.
