4.A. Hold a PUBLIC HEARING and discussion and/or action on an Appeal to the Planning and Zoning Commission's denial of SUP-24-02, a request by Jesse Hernandez for a Specific Use Permit to allow Commercial Outdoor Recreation, entertainment and Amusement 0.33 acres for O.T. Lockhart, Block 33, part of Lot 6, Zoned Commercial Heavy Business District and located at 203 East Pecan Street.
5.A. Discussion and/or action regarding City Council minutes of the August 1, 2023, August 15, 2023, and August 21, 2023 meetings.
5.B. Discussion and/or action regarding Resolution 2024-13 to select a Public Improvement District (PID) Administration service provider for the management and administration of Public Improvement Districts and related Tax Increment Reinvestment Zone (TIRZ) districts regarding master-planned developments within the City of Lockhart.
5.C. Discussion and/or action to consider Ordinance 2024-13 clarifying the Police Department lateral entry pay criteria.
5.D. Discuss and consider action regarding a Development Agreement between the City and RODG DT SeawillowPropCo LLC to authorize development of the Seawillow Project, consisting of approximately 586.778 acres of land out of the John A. Neill Survey A020 for residential and commercial purposes, which property is located east of FM 1322 and south and west of Seawillow Road, approximately 2,000 feet southeast of Lay Road.
