Hold a PUBLIC HEARING and discussion and/or action on applications ZC-23-09 and PDD-23-01 by Pamela McClain Madere of Jackson Walker, LLP, and discussion and/or action to consider approval of Ordinance 2024-04 for a Zoning Change from AO Agricultural-Open Space District to PDD Planned Development District and a PDD Development Plan on 53 acres in the Cornelius Crenshaw Survey, Abstract No. 68 and located at 1925 FM 2001.

Hold a PUBLIC HEARING and discussion and/or action regarding Ordinance 2024-05 proposing Text Amendments to Chapter 18 “Environment”, Chapter 46 “Signs”, Chapter 52 “Subdivision Regulations”, and Chapter 64 “Zoning” of the Lockhart Code of Ordinances, as follows: Amend Chapter 18 “Environment”, Article III “Nuisances”, Division 2 “Offensive Conditions”, Section 18-82 “Prohibited”; Amend Chapter 46 “Signs”, Section 46-6 “Prohibited signs and locations”; Amend Chapter 52 “Subdivision Regulations”, Article V “Design Standards”, Section 52-78 “Streetlights”; Amend Chapter 64 “Zoning”, Article I “In General”, Section 64-2 “Definitions”; Article VII “Zoning Districts and Standards”, Section 64-197 “Regulations Common to all or several districts.”, Subsection (g) “Minimum parking and loading requirements”; Add Chapter 64 “Zoning”, Article VII “Zoning Districts and Standards”, Section 64-197 “Regulations Common to all or several districts.”, Subsection (j) “Lighting Standards”; and Amend Chapter 64 “Zoning”, Article VII “Zoning Districts and Standards”, Section 64-198 “Performance standards for commercial and industrial districts.”, Subsection (c) “Nuisances” to establish revised requirements and standards for residential and commercial lighting, include references to lighting standards in relevant sections, and include updated street lighting policy.

Discussion and/or action to consider entering an Advance Funding Agreement (AFA) with the Texas Department of Transportation authorizing City contributions for signal/traffic improvements to the intersection of West San Antonio Street and Mockingbird Lane and authorizing the Mayor to sign all contractual documents, if approved.
6.B. Discussion and/or action to consider Resolution 2024-06 authorizing the adoption of the 2024 Lockhart Park, Recreation, and Open Space Master Plan 5-Year Update.
6.C. Discussion and/or action to consider a proposed project for grant application for funding allocated from the Texas General Land Office (GLO) for hazard mitigation projects.
6.D. Discussion and/or action regarding appointments, and announcement of nominations, to the newly established Animal Shelter Advisory Board.
