1. CALL TO ORDER
4.A. Hold a PUBLIC HEARING and discussion and/or action on an appeal to the Planning and Zoning Commission's denial of application SUP- 23-03 by Catarina Gonzales on behalf of Martin Espinoza for a Specific Use Permit to allow a Manufactured Home on Lot 3, Block 1, East Side, zoned RMD Residential Medium Density District and located at 405 Neches Street.
5.E. Discussion and/or action regarding confirmation of the City Manager's appointment of Mr. Gary Williamson as Lockhart Police Chief.
5.A. Discussion and/or action to consider an appeal by Caroline Keifer- Bell, on behalf of Robert Mendez, to the Historical Preservation Commission's denial of CFA-23-04, an application for a Certificate for Alteration to allow an existing, temporary mural, originally approved through application CFA-22-14, to become permanent within the Courthouse Square Historic District on Part of Lot 3, Block 14, Original Town of Lockhart, zoned CCB, Commercial Central Business District and located at 200 East Market Street.
5.B. Discussion and/or action to consider the preliminary Budget and Tax Calendar for Fiscal Year 2022--2023.
5.C. Presentation, discussion and/or action for the City Council to consider acceptance of the City of Lockhart and the Lockhart Economic Development Corporation's Fiscal Year 2021-22 Annual Comprehensive Financial Report (annual financial audit) by BrooksWatson & Company, PLLC., an independent public accounting firm.
5.D. Discussion and/or action to consider Ordinance 2023-06 amending Section II, Subsection 2-1 of the City's Personnel Policies Manual to provide for a residency requirement for certain City employees involved in public health and safety services during emergencies.
5.F. Discussion and/or action to consider Resolution 2023-03, setting a date for the public hearing regarding the 2023 water/wastewater and roads impact fee reports, including land use assumptions, capital projects, and fee adjustments.
5.G. Discussion and/or action to consider contracting with Skyhawks Sports Academy to provide youth sports camps this summer.
5.H. Discussion and/or action regarding the first two Work Authorizations for Halff Associates under the Master General Services Agreement to renovate the city parks.
